Quarantine measures for people landing at the city’s two airports

With the current rise of COVID-19 cases outside China and, consequently, increasing the numbers of cases in Shanghai, stricter prevention measures are taken. Measures are constantly being updated according to COVID-19 developments [The latest on COVID-19 and Express of Epidemic Policies]. Stay tune to local measures if you, your family, colleagues and friends are coming back to Shanghai during March.

Let’s look at the latest news of Shanghai Leading Group for COVID-19 on March 7th, 2020. Shanghai Civil Affairs Bureau has designated staff from 16 districts in Shanghai to Pudong International Airport (“PVG”) and Hongqiao International Airport (“SHA”) for 24-hour duty. Their role is to supervise and organize passengers, according to the risk category (red, yellow and green), and accompany them to the quarantine areas. Everyone arriving in Shanghai should go under a 14-day quarantine, but if you are arriving from the most affected areas [Newsflash of COVID-19 Policy] it will be mandatory to do so in designated areas (you will follow into the red category, the color appears in the QR code scanned at the health check point or paper provided in the plane, or the sticker on your passport).

PVG and SHA have special staff that helps with coordination and distribution of all passengers to their residential complexes and special areas designated. These spots are called ‘designated distribution center’.

Based on current measures, what different scenarios you could encounter when arriving in Shanghai?

1) If you have fixed accommodation in Shanghai, and travel from the airport to your fixed accommodation by public transport, you should:

A. Gather at the designated distribution center and take the special bus assigned by the corresponding district of your fixed accommodation to your home;

B. Pay attention to the quarantine instruction notified by the community staff of your residence upon your arrival, and after confirmation of information details, you should sign the “Home Quarantine Health Observation Commitment”.

After arriving at residential areas, volunteers from neighborhood committees, health service centers, and police will visit those arriving in Shanghai and will request to sign such a document, where you confirm you will do the quarantine at home.

2) If you have fixed accommodation in Shanghai, and travel from the airport to your fixed accommodation by private car, you should:

A. Report your information to the staff from your district. This information includes your name, passport number/ID card, accompanying person contact information,  driver contact information, car number and destination.

B. Go to the designated picking-up areas accompanied by the staff. Once the staff verifies and confirms all the information, you will be able to go home.

C. Pay attention to the quarantine instruction notified by the neighborhood committees and management community staff of your residence upon your arrival. They will need to confirm the information too and you will need to sign the “Home Quarantine Health Observation Commitment”.

3) If you transit to the near provinces (Zhejiang, Anhui and Jiangsu) via Shanghai, designated personnel from the destination province at the airport will confirm your health status and verify your contact details. Upon confirmation, you will be allocated to take one of the special buses to that province.

4) If you transit to other places via Shanghai by air or train, after going through a confirmation health check, you will be transferred to your terminal or the railway station through a special bus or channel. If you transit to other places via Shanghai by other transportation, you will be transferred to the designated places through a special bus.
